April 19, 2017 . . . Residential Officer Chuck Severs and High-Risk Unit Officer Adam Humble are the winners of the semi-annual Day In/Day Out Performer award:

Chuck Severs has gone above and beyond the call of duty as a residential officer. Chuck has shown strong leadership qualities at the Burlington Residential Facility, as well as a sturdy work ethic. In addition to excelling at his normal duties, Chuck continues to take on extra tasks that help satisfy our mission. Those duties have included policy and procedure development, security threat group investigations, and GPS monitoring.

Adam Humble has consistently excelled as a high-risk unit officer. Adam takes great pride in his position. He is someone other staff can count on to perform a battery of accountability functions. He is also someone that the offenders can count on for a positive word of praise or encouragement. Through all of his duties, Adam has found the right blend of supervision and treatment.

May 11, 2016 . . .  District Director Daniel T. Fell announced the following promotions in the Eighth Judicial District:

Nick Baker has been promoted to executive officer at the Burlington Residential Facility. A former security policeman in the Air Force, Baker began his career with the District in 2010. In 2014, Baker was the District’s employee of the year and was also promoted to a probation and parole officer. Residential Manager Patrick Lacy stated, “Nick’s work ethic, can-do attitude, and knowledge of our programs make him a great fit with our team at BRF.”

Kurt Rosenberg has been promoted to probation/parole supervisor for the District’s Special Services Division. Rosenberg, a two-time employee of the year, started his career in 2004 as a residential officer, was promoted to a probation and parole officer in 2007. In 2011, he was again promoted to oversee the District’s Mental Health Supervision Program. Division Manager Vince Remmark stated, “Kurt’s energy and passion have suited him very well in Special Services and we expect him to continue to do an outstanding job as a supervisor.”

Debbie Berrier has been promoted to probation/parole supervisor for the western half of the District. Prior to her promotion she served as a probation and parole officer with the District for more than nineteen years. Berrier holds bachelor’s degrees in criminal justice and psychology. Assistant District Director Gary B. Peitz stated, “Deb’s got all the tools and knowledge to excel in this position of more responsibility.”

Lynne Marquardt has been promoted to a probation/parole officer and will manage a split caseload of clients from the Drug Court and the Sex Offender Treatment Programs in the eastern half of the District. She will be based in Ft. Madison. Marquardt started her career at the Burlington Residential Facility as a residential officer in March of 2015. She is a graduate of Southeastern Community College and Kirkwood Community College, where she earned associate degrees in liberal arts and human services, respectively. Lynn also graduated from the University of Iowa in 2011 with a bachelor’s degree in psychology.

She is dedicated to her job and is always willing to help out and help others; whether it be to make sure the office is clean for a board meeting or staying to monitor a UA for another officer, she can be counted on. Additionally, she has worked fervently with offenders to help them prioritize paying their debts as part of supervision. That not only helps them be successful in the future, but the high percentage of local fees Morgan collects helps the District tremendously. For those reasons and many more, she is a true Day In/Day Out Performer.

RO Dakota Simmons
An ultra-reliable employee who takes pride in his work. Dakota treats offenders in a professional manner, and has specifically shown good judgement and a reasonable deportment when participating in disciplinary hearings. He truly attempts to make any sanctions levied fit the rule violations so the offenders internalize the process and learn from their violations. He also works a floating position and has done an outstanding job covering all shifts saving the district the expense of paying for part-time hours. For those reasons and many more, he is a true Day In/Day Out Performer.

April 1, 2016 . . . With the creation of the Youthful Sex Offender Treatment Program several personnel changes have occurred in the District, including the hiring of two new officers. PPO III Andrew Ferguson transferred from the 8B Sex Offender Treatment Program on March 25 to assume the reins of the YSOTP, which is designed for sex offenders, age 18-25, living in the central and eastern parts of the District. In addition, on April 1, PPO III Becky Martin began her duties as an HRU officer assigned exclusively to the YSOTP. She has 13 years of experience with the Ottumwa Police Department where she reached the rank of sergeant. Before that, she served on the Bloomfield Police Department for two years. Both Ferguson and Martin are based in Mt. Pleasant. With the vacancy created by Ferguson's new assignment, the District is also pleased to announce the hiring of PPO III Ronnie Ashton to work in the adult sex offender treatment program. Ashton, hired March 25, brings considerable experience to the job after working with sex offenders for 19 years at the Mt. Pleasant Correctional Facility.

October 14, 2015 . . . The following awards were announced at the Annual Employee Appreciation Day:

Executive Officer Ross Haeger is the 2015 Manager of the Year. Ross is recognized for doing great work whether it is on daily operations at BRF, seamless supervision, strategic planning, or bringing management and line staff together to find and obtain common goals. Ross truly has the abilities, the drive, and the dedication to get things done.

PPO III Kurt Rosenberg is the Employee of the Year for 2015. Kurt is very knowledgeable and takes great pride in all aspects of his work while balancing treatment and community safety. He is a true professional and a team player who works to get things done, and done right. This is Kurt's second award.

The 2015 Team Excellence award went to members of the Clerical Team who are the glue that holds our department together. The work of our secretaries makes everything we do more efficient. More informative. More timely. More accurate. More accessible. And, more professional.

PPO III Andy Ferguson is the Top Fee Collector for 2015. With the scarcity of new resources and as increased emphasis is placed on local dollars, collecting fees owed to the district is a high priority. Andy brought in $18,798 in Fiscal Year 2015, which is more than double the average amount collected.

PPO III Jennifer Brereton received the 2015 Newcomer of the Year Award. Jennifer has quickly learned to deal with the complexities of the Sex Offender Treatment Program. She is very inquisitive and has met the challenge when working with resistive offenders. She has fast become a great asset to the SOTP.

April 15, 2015 . . . The semi-annual Day In/Day Out Performer awards were bestowed upon Candace Collins and Teri Carr by Director Daniel T. Fell with the following citations:

Candace Collins - who shows up every day ready and willing to take on any task that needs to be accomplished. She is widely regarded as our internal resource to bridge gaps that offenders face. She does this by methodically brokering the valuable resources she has cultivated in our community. Those connections, plus her hard work, have provided countless offenders with an opportunity for change.

Teri Carr - who goes above and beyond what is asked of her on a daily basis. Teri has been thorough and attentive in streamlining the clerical duties for Drug Court, and her work ethic and ideas have positively impacted her many assignments, specifically the Low Risk Program. Additionally, she has been an instrumental part of the clerical training committee and has mentored and assisted new staff.

January 28, 2015 . . . Congratulations to Linda Kruse and Gloria Linden who received certificates of appreciation for their dedication to providing food services at the Burlington Residential Facility:

Linda Kruse is recognized for her outstanding work with the food service program at the Burlington Residential Facility. Since being promoted from part-time cook, Linda has put her own personal stamp on the kitchen at BRF. In her first 12 months, she saved the district over $14,000 by reviewing the entire operation, buying in bulk, coordinating menus, revamping recipes, and cooking from scratch. By all measurements, including the offenders' comments about the high quality of food, she continues to do excellent work.

Gloria Linden is also recognized for her exceptional work as a cook for the Burlington Residential Facility. For almost 11 years, facility staff and offenders alike have looked forward to the days that Gloria is working in the kitchen, knowing that they would be enjoying delicious home-cooked meals. Additionally, due to staffing shortages Gloria has worked each and every weekend and holiday since August of 2014. We thank her sincerely for her dedication, commitment, and outstanding work.

December 13, 2014 . . . Congratulations to Lisa Houk on her 10-year anniversary as a residential officer at the Ottumwa Residential Correctional Facility. In addition to her duties as a residential officer, Lisa serves as the Security Threat Group Officer and SVP Trainer. "Lisa's years of service and dedication are greatly appreciated," Residential Supervisor Ted Robinson said.

December 9, 2014 . . . PPO II Greg Riley marks his 20-year anniversary with the Eighth District. "Greg does a great job of holding offenders accountable and keeping the public safe," PPO Supervisor Shawn LaRue said. "He has a good working relationship with the court, law enforcement and treatment providers.

November 29, 2014 . . . Probation/Parole Officer II Heather Jones began her 15-year career in corrections in 1999, working as a counselor in the sex offender treatment program at the Mt. Pleasant Correctional Facility. In addition, she has worked in the sex offender treatment programs in the First and Seventh Judicial Districts before coming to the Eighth District as a probation and parole officer in March 2009. Heather is currently assigned to the Burlington probation and parole office and provides assistance in the Henry County office as well. She also serves as the liaison officer for college students who wish to do an internship with our department. Heather is a graduate of Western Illinois University with a Bachelor of Science degree in law enforcement and justice.

November 19, 2014 . . . Secretary Faye Jones began her 15-year career in corrections in 1999 with the Fifth Judicial District. She transferred to the Eighth District in 2005 and since then has been handling all clerical duties in the Oskaloosa probation and parole office.

October 15, 2014 . . . The semi-annual Day In/Day Out Performer awards were presented to Jonathan Robbins and Vince Remmark:

A very conscientious officer who takes pride in his work and demonstrates professionalism in all aspects of his job.  Employed by the District for a little over a year, first as a case manager and now as a presentence investigator, Jonathan has excelled at his assigned responsibilities.  He continually produces thoughtful decisions and recommendations, taking into consideration the delicate balance of the need for rehabilitation of the offender with the need for the safety of the community.

Vince has done an exemplary job with the myriad of duties under his personal responsibility. He is very busy with the dual assignments of overseeing all special service programs as well as supervising field services in Washington, Jefferson, and Van Buren Counties. Still, he takes a vested interest in all of his duties and always keeps in mind what we are really here for, helping offenders make positive changes in their lives.

October 8, 2014 . . . Probation/Parole Officer II Lynn Kartel began her 15-year career in corrections in 1999 as a probation/parole officer in Burlington in charge of the Residential Diversion and Drug Diversion Programs. Lynn has also worked as a probation/parole officer in Keokuk and at the Burlington Residential Correctional Facility. She currently serves as a presentence investigation writer for Des Moines and Louisa Counties. Lynn holds an associate degree from Southeastern Community College and both a bachelor's degree and a master's degree from Western Illinois University. She is the mother of two daughters and one son.

October 4, 2014 . . . Probation/Parole Officer III Stu Morrow celebrates his 15-year anniversary working for the District. Stu began his career in 1999 as a residential officer at the Ottumwa Residential Facility before being promoted to the High Risk Unit in 2007. Prior to coming to the district, he served on the Bloomfield Police Department. “Stu’s experience and dedication to the position has made him a very fine HRU officer,” PPO Supervisor Remmark said, adding, “He is also one of the leaders in officer-initiated activities that contribute to the ongoing success of HRU.” 

September 19, 2014 . . . Probation/Parole Officer III Sally Rodeffer celebrates her 20-year anniversary with the Eighth District. Based in Burlington, Sally plays an integral role in the sex offender treatment program as it continues to evolve in the face of increased caseloads, a diverse client base and legislative mandates. “Sally’s ongoing success with offenders is in promoting both accountability and treatment in a manner that supports them in obtaining their supervision goals and prepares them to successfully, and safely, return to the community,” Supervisor Vince Remmark said.

September 17, 2014 . . . The Eighth Judicial District held its annual employee recognition day September 17. The event included a morning training session on strengths-based practices, followed by a luncheon and a speech from Iowa Department of Corrections Director John Baldwin. The keynote speech was delivered by humorist and motivational speaker Mark Robinson. Director Daniel T. Fell announced the following annual employee awards:

Employee of the Year: Residential Officer Nick Baker has flourished in his role as a facilitator for T4C. He has also assumed many new duties with the implementation of seamless supervision and he has done so with a positive attitude. Nick does a great job and is an important part of the Burlington Residential Facility.

Manager of the Year: PPO Supervisor Shawn LaRue is a very hard worker with a positive attitude. He leads with an easy going demeanor that has been well received by staff. At the same time he has done a great job promoting an atmosphere of cooperation and mutual support.

Team Excellence: Burlington Residential Facility Staff have faced many challenges this past year starting with the change in leadership. They have embraced the thought that status quo isn't good enough and have quickly bought into the changes, including assisting field staff with seamless supervision. BRF staff have worked together in creating a model program.

Top Fee Collector: PPO I Brenda Zahner collected $26,835 in local fees from offenders in FY 14, more than double the average collection amount.

September 8, 2014 . . . Probation/Parole Officer III Kurt Rosenberg celebrates his 10-year anniversary. Kurt is the supervising officer for the district’s mental health supervision program. Prior to assuming that position, he served as a residential officer and a probation/parole officer. “Kurt’s direct involvement in the mental health program from the very beginning has proven critical in helping clients maintain healthy lives in the community while, in turn, reducing the prison recidivism rates,” Supervisor Vince Remmark said.

August 18, 2014 . . . Probation/Parole Officer II Gary Grinstead began his career in corrections in 1989 as a correctional officer at the Iowa State Penitentiary in Fort Madison. Prior to that he served as a Ft. Madison police officer. A graduate of Western Illinois University with a bachelor’s degree in law enforcement, Gary was hired by the Eighth District in 1992 as a probation/parole officer in Mt. Pleasant. Gary has announced his intentions to retire at the end of this year. Thank you, Gary, for serving the District and the citizens of Iowa for the past 25 years.

July 16, 2014 . . . Probation/Parole Officer III Kelly Price marks her fifteenth year of dedicated service to the District. Kelly began her career as a residential officer at the Ottumwa Residential Facility before being promoted first to a PPO II and subsequently her current position in special services working in the sex offender treatment program. Kelly is recognized as being one of the District’s most dependable and conscientious officers.

June 14, 2014 . . . Probation/Parole Officer II Robert (Rob) Humphrey recently celebrated 15 years of service for the District. Initially, he worked as a residential officer at the Burlington Residential Facility before being promoted to a probation and parole officer, which placed him in field service work for several years. Subsequently, Rob returned to the residential facility where he works with the challenging youthful offender residents. Rob is known for his ability to deescalating upset clients.

April 24, 2014 . . . The semi-annual Day In/Day Out Performer awards were bestowed upon Chris Baker and Connie Micetich:

Chris Baker - whose hard work and dedication to help our staff, the offenders we supervise, and individuals in our communities is evident every day. His efforts as our victim services coordinator are exemplary, and he is also very active in all of our programs in special services.  Additionally, he manages our accountability boards, writes grants, coordinates our SVSS program, and maintains our district website.  And those are just a few of the duties he completes that make him a Day In/Day Out Performer.

Connie Micetich - whose devoted and steady approach make her an employee that can be counted on to get things done.  In addition to her clerical duties for Appanoose and Davis County, she provides support for the Iowa Domestic Abuse Program and prepares record checks for pre-sentence investigations.  Her work ethic, attitude and attention to detail are commendable.  Connie is an example of what a support person should be and is an asset to the Department every single day.

January 31, 2014 . . . Probation/Parole Officer Ashley Hazen has been promoted to the position of community treatment coordinator and will assume responsibility for the District's Iowa Domestic Abuse Program (formerly BEP) previously managed by Executive Officer Ross Haeger.

December 12, 2013 . . . Probation/Parole Officer Lindsay Epperson has been promoted to the position of community treatment coordinator and will be in charge of the District's reentry program. Previously, Lindsay managed the District's low-risk supervision program.

December 9, 2013 . . . Community Treatment Coordinator Ross Haeger has been selected as the executive officer for the Burlington Residential Facility. In the last six months, Ross has "revamped" the BEP program in short order with team building, consensus, hard work, tenacity, and follow-through. His skill set is perfectly suited to work on program development and monitoring, quality assurance, and day-to-day operational efficiencies at BRF. Haeger holds a bachelor's degree in public affairs/management, and is pursuing a master's degree in organizational leadership. In addition to serving as a community treatment coordinator and probation and parole officer for the Eighth District, Haeger previously worked for the Indiana Department of Corrections as a program coordinator and research analyst. He started his corrections career as a residential officer in the Sixth District in 2005.

December 3, 2013 . . . Probation/Parole Officer II Jeff Price has a vast knowledge of the Department's policies and procedures, the Code of Iowa, and the collective bargaining agreement. The PSI reports he submits to the Court are accurate, detail oriented, and contain appropriate recommendations. He has also been responsible for training several staff in writing PSIs and has previously served as union chapter chair & union steward. Congratulations on 20 years of service.

November 21, 2013 . . . With the retirement of Ted Gutman, Executive Officer Patrick Lacy has been appointed the residential manager of the Burlington Residential Correctional Facility effective December 31, 2013. Lacy began working for the District in 1998 as a residential officer. Later promoted to a probation/parole officer, Lacy was a founding member of the District's youthful offender initiatives. He has since formed many working relationships with local businesses and stakeholders that have directly impacted the successful outcomes of offenders under supervision. District Director Daniel T. Fell described Lacy as, "A person of the highest caliber and quality. A consummate professional." He added, "Pat will do an outstanding job operating all aspects of the facility. He's a person I trust 100 percent." Lacy holds a bachelor of science degree in criminal justice and is a certified public manager through Drake University and the State of Iowa.

November 15, 2013 . . . Administrative Officer Cathy Leedom is recognized for 20 years of dedicated service to the District. She is the administrative officer and sole business manager. A member of the Director's Executive Leadership Team, she manages all facets of an annual budget of nearly 9.6 million dollars. District Director Daniel T. Fell said, "I count on Cathy to be fiscally prudent and conservative. She has never let me down. I trust in her accounting skills and value her input in all fiscal matters and executive decisions."

October 15, 2013 . . . The Day In/Day Out Award recipients are:

PO II Jesse Brown, of Ottumwa, cited for being dedicated, conscientious, professional, and for excelling at all aspects of case management and supervision. As a probation and parole officer, he balances holding offenders accountable while giving them opportunities to change their behavior.
Secretary JoAnn Oetken, of Burlington, cited for being instrumental in keeping the Burlington field office running smoothly. JoAnn's attention to detail and her highly accurate data entry are just two of the many attributes that make her clerical work outstanding.

September 24, 2013 . . . Probation/Parole Officer III Andrew Ferguson celebrates his 15-year anniversary. He has faithfully served the District as a youthful offender officer and in his current position with the sex offender treatment program. Andy is widely recognized across the state and beyond for his skills as a trainer, facilitator and curriculum author.

September 19, 2013 . . . The Eighth Judicial District DCS held its annual employee recognition day September 18. The event included a morning training session, followed by a luncheon with keynote speaker Aaron Thomas. Following a speech by Board of Director's Chairperson Richard C. Reed, Director Daniel T. Fell announced the following annual awards:

A new award this year was the Top Fee Collector. This was bestowed upon PPO II Morgan Coleman who was top collector for FY 2013 and cited for her steadfast commitment to collecting fees owed to the District.
The following award recipients were nominated by and voted upon by coworkers:

Employee of the Year – Residential Officer Mike Knotts who was cited for being a very a hard worker and one who has continually taken on more duties during more than 35 years with the District. Residential Manager Ted Gutman stated in his nomination, "Mike has a wealth of knowledge about what we do and why we do it, and he's willing to share his experience."

Manager of the Year – Assistant District Director Gary Peitz in recognition that he is amicable, patient and understanding in his interactions with both staff members and offenders and he takes a vested interest in the success of both. In addition to multi-tasking all of his other duties, he recently carried a full caseload due to a retirement.

Newcomer of the Year – PPO I Brenda Zahner's award read, "She brought a great attitude and a desire to do good work when coming to our District. Being in a single-person office as a new employee is difficult, but she has risen to the challenge, quickly gaining respect from staff, offenders, and stakeholders."

Team Excellence - The Entire 8th District was selected for constantly doing more with less. The award read in part, "We are all working together, pitching in, and helping each other as much as we can. Every member of our District deserves a pat on the back for functioning so well as a team."

August 21, 2013 . . . Secretary Karen Stewart celebrates her 30-year anniversary with the District. She is an indispensable part of the staff at both the residential facility and the field services office in Burlington. She is efficient, thorough, and complete in her work. Karen never hesitates to help others beyond her own duties and she is fun to be around.

August 5, 2013 . . . Patrick Lacy is fond of saying, "Just tell me what you need me to do." And he means it. As the executive officer at the Burlington Residential Facility, he offers a strong and confident presence beyond his imposing stature. He takes on all tasks with zeal and determination. Congratulations on 15 years of service.

July 25, 2013 . . . Probation/Parole Officer Benjamin Toal celebrates 5 years of service. Ben began his career as a residential officer at the Burlington Residential Facility. In 2011, he was promoted to probation/parole officer in the Keokuk office and just recently assumed the duties of presentence investigation writer for Lee and Henry Counties. In addition, he also serves as a reserve deputy with the Des Moines County Sheriff's Department and is a member of the Iowa National Guard.

July 19, 2013 . . . Information Technology Specialist, Linda Norton, earned the Applied Business Series (ABS) certificate from the Iowa Department of Administrative Services. This series of classes is designed for individuals in state government in support of their role in the ongoing development of their organization. The ABS provides essential business concepts that employees can build on to better their organization. Both practical and theory-based classes are offered to help employees develop skills in accounting, contracting, government finances, human relations, negotiations, project management, and strategic planning. Norton, a member of the Director's Leadership Team, has held several positions of progressive responsibility in her 23 years with the Eighth Judicial District Department of Correctional Services.

May 23, 2013 . . . Probation/Parole Officer Jaime Baker celebrates five years of service with the District. Jaime began her career as a part-time residential officer at the Burlington Residential Facility. In 2010, she was promoted to probation/parole officer in the Burlington office with supervision responsibilities for Des Moines and Louisa counties and continues with those duties today. Jaime does a great job of working with those under her supervision and is always willing to spend extra time with those offenders who need it. Jaime's husband, Nick, also works for the District.

May 1, 2013 . . . The Eighth Judicial District Department of Correctional Services recently presented its semi-annual Day In/Day Out Performer Awards. This honor recognizes staff members who excel in all facets of their position within the Department:

PPO II Debbie Berrier is a highly dedicated and efficient professional who excels at all aspects of the position. In her duties, she strives to ensure the safety of the community when dealing with offenders, while also providing them with opportunities for change. She has cultivated and maintains a positive working relationship with our stakeholders and is an asset to the Department.

Residential Officer Jennifer Brereton is described by management as the type of person who gets the job done. Whatever that may involve or require, she can be counted on. In fact, she has taken on many additional duties to ensure the orderly operation of the facility, while still completing all the tasks required of her position. A self-motivated employee, she is constantly seeking ways to improve the facility. And she does this all with a positive, infectious attitude.

March 6, 2013 . . . Probation/Parole Officer II Steve Smith celebrates his 10-year anniversary with the District. He has an extensive knowledge of our policies and procedures, the Code of Iowa and the rules of Interstate Compact. He enjoys an excellent working relationship with law enforcement, court personnel and attorneys. Steve does an excellent job of working with the offenders and is an asset to the Department.

January 11, 2013 . . . Secretary Sherry Allen, the reigning 2012 Employee of the Year, celebrates 15 years with the District. She is efficient, thorough, dedicated and gives 110 percent each and every day. She always goes above and beyond what is expected of her. The Ottumwa office functions smoothly as a result of her efforts.

January 3, 2013 . . . Administrative Assistant Jenny Jones celebrates her 10-year service anniversary. Jones is in charge of many human resource functions for the District and services as the administrative officer's assistant, the Director's confidential secretary, and the Board of Director's secretary. District Director Daniel T. Fell said, "Jenny has the right personality and skills to be the key person managing so many different facets of administrative work. Be it the hiring of new staff, coordinating board meetings, organizing staff trainings, or planning our annual employee recognition day --- she does great work."

January 1, 2013 . . . Residential Officer Ray Olson is the most flexible employee in the District. Not physically by any means, but as the coverage officer, in terms of his willing to work just about any schedule any time. You always know what you are going to get when Ray is on duty. His casual way with offenders allows for good relationships, and promotes positive behaviors. Congratulations on 10 years of service.
